In June 2016, Uganda committed to the United Nation’s General Assembly Declaration to end AIDS epidemic by 2030 through implementing the 90/90/90 strategy by 2020 were; 90% of people living with HIV should know their status, 90% of all people diagnosed with HIV will receive treatment, and that 90% of people receiving treatment will have viral suppression.
Baylor-Uganda has aligned its HIV prevention strategy to these global targets in order to respond to current gaps in HIV prevention interventions and scale up coverage and utilization of critical HIV prevention interventions to reduce new HIV infections, reduction in multiple sexual partners and targeted primary HIV prevention approaches for key and priority populations who are major drivers of the HIV epidemic.

HIV Testing Services

Over the past three decades, HIV Testing Services (HTS) has evolved from Voluntary Counseling and Testing (VCT), HIV Counseling and Testing (HCT) to emerging approaches of Provider Initiated Testing and Counseling (PITC) and the Home Based HIV Counseling and Testing (HBHCT). Although there has been a lot of success, HTS remains low among infants and children under 5, adolescents, couples, persons with disabilities, sex workers, men who have sex with men, truck drivers, fisher folk, uniformed personnel and other high risk groups that drive the HIV epidemic. During the year, Ministry of Health introduced new guidelines shifting from mass testing to targeted testing to streamline HCT in adult and adolescents.

Targeted test groups

  • Never tested
  • Have not had HIV test in the past 12 or more months
  • Presumptive TB or confirmed TB or history of TB
  • History of weight loss
  • History of loss of spouse
  • Sickly clients
  • STI current or past history
  • Hospitalization or history of hospitalization
  • Adults or adolescents with ongoing or recent risk:
  • Sex worker and men who have sex with Men
  • HIV negative partner in discordant couple
  • Partners of sex workers and men who have sex with men
  • Sexual and Gender Based Violence (rape and defilement)
